Procedure

Place water into main vessel and begin heating to 80°C. Dust in carbomer mix until hydrated. Pre-mix phase B and heat to 80°C. Add phase B to phase A, then add phase C. Allow emulsion to cool to room temperature. Add phase D, individually with mixing. Adjust pH to 6.0, if necessary.
